Before I start I must say that this pole contains spoilers. So ever since 'The Amazing Spider-Man came out there has been speculation as to who the villain in the sequel will be. Let's start with the mysterious man at the end of the end of the film, there's have been a few interesting ideas flying around. Some early rumors were that it was Adrian Toomes a.k.a The Vulture. Obviously the reasoning behind this is the age of the guy, although we can't see him, he is obviously a member of the older generation. It has been confirmed that it was not Norman Osbourne.
A more recent rumor suggests that it is Maxwell Dillon a.k.a Electro. If you notice, during this scene there is a lighting storm going on in the background, and the character arrives and disappears at the same time as the lightning strikes (Electro can ride bolts of lightning). I think he would be an interesting choice, he would be difficult to explain/create if they want to keep some sort of realism to keep up with current superhero films. Here's a question for you. What happened to the Proto-Goblin? Casting news was released about him, Irrfan Khan was set to play, but ended up playing an employee of Oscorp. Is it possible that he was originally supposed to be in the film but they felt like it would make the film too crowded? So will we see him in the future? Or maybe The Green Goblin? The Hobgoblin? Perhaps even Doc Ock again, you never know. The Green Goblin is a possibility, because a particularly violent story line including Gwen Stacy involves The Green Goblin, but we must bare in mind that Mark Webb wanted to avoid similarities to Raimi's 'Spider-Man' at all costs (by the way, Mark Webb may not be directing the sequel, so we'll have to wait and see). It would be interesting to see a goblin more loyal to the comic books.
We can assume that Venom and Carnage won't be the main villains, since Sony is going ahead and giving Venom his own film with the intention of crossing it with Spider-Man at some point, it is likely that we will see him in the post credits scene at the end of 'The Amazing Spider-Man 2'.
